Regulatory framework for dairy in Israel
Dear Mr Shnaider,
We had a very constructive exchange with the IDB Chief Economist, Mr Liron Tamir (in cc), where we
discussed the milk market developments at regional and global level.
When it comes to the political ideas to reform the regulatory framework for dairy in Israel profoundly in a
rather short timeline, I would like to share the following points with you:
As you know, the European dairy has undergone a similar development (including abolishment of the milk
quotas, granting market access (even ‘unfedded’ market access in some cases) or lowering of import
tariffs), but this was (and still is) a rather smooth evolutionary process that started back in June 2003, led
to the end of milk quotas in 2015 and when it comes to the market access part, this process is basically
still ongoing.
As one of the leading regional dairy organizations in the world, the IDB has for sure been the driving force
behind the dairy success of Isreal over the past decades – which is underlined not least by the more than
doubling of the milk production within the last 40 years and by the pole position of Isreal today in dairy
research and cow productivity.
In today’s world, the European Union has decided to place - next to competitivity - security, including food
security, on top of the EU agenda – when EU Commission President Dr Ursula von der Leyen opened the
‘2025 EU Agri-Food Days’ this week, the opening session had the title “Ensuring food security for the
future”.

The EU has set up an Expert Group of Food Security and Crisis Preparedness, where we as EDA are a
member, and where we discuss with the competent EU authorities the best ways to assure food security
(and inter alia on ways to organize stock piling of food) for times of crisis and the dairy sector has been
defined as a ‘strategic sector’ of our Union. In the light of today’s geopolitical situation, the French minister
of agriculture, Ms Annie Genevard, has highlighted only last week that “an ‘agricultural war’ is on the
horizon and threatens us every day a bit more”.
In these times, in which you have witnessed and suffered in Israel in the most brutal and cruel way just
two years ago, an organization that has the proven capacity to steer the cooperation within the whole dairy
chain and has improved the performance of the Israeli dairy sector in most, if not all domains, adds for
sure to the strategic value of the dairy sector in and for Israel.
