Exposure Notifications Express Summary  Exposure Notifications​ is a ​technology​ jointly developed by Google and Apple that augments traditional contact-tracing by notifying users if they have been exposed to COVID-19. More than 30 countries worldwide have already launched apps using the Exposure Notifications API, with adoption levels north of 30% in many cases. Exposure Notifications Express​ is a no-code turnkey solution in the US that makes it simple for state governments to launch a COVID-19 exposure notification app for their population without needing to invest in app or server development. We are looking to build on the US success of EN Express by making it available to countries globally, allowing them to launch Exposure Notifications to their citizens in ​under 4 weeks​. Exposure Notifications Express Concept  An interested government would provide Apple/Google with details such as their branding materials and epidemiological risk settings through a configuration file. Upon receipt of this configuration, Google would generate an Android app on the health authorities’ behalf. On iOS, the functionality is directly available to end users after opt-in without app install once the configuration is submitted. ENX is already available for US states, with key and verification servers operated by the Association of Public Health Laboratories (APHL). The government / health authority would provide the resources (e.g., community health workers) to provide verification keys for patients testing positive, and would need to promote the app, but wouldn’t need to manage any other technical aspects. Part of the technical solution would be diagnosis key and verification servers. No identifiable information about individuals is stored on those servers - only de-identified bluetooth keys. The offering: ● Full Exposure Notifications functionality ○ On Android, the app is generated and made available for download on Play Store. On iOS, functionality is directly available within iOS root settings. ○ Google-operated and managed key and verification servers including interoperability with other countries to support travel scenarios ● Speed and ease of deployment ○ HAs do not require any technical expertise to develop an app or operate the server. Only need to fill out a configuration to provide assets such as logos, guidance for end users, and risk thresholds to determine when notifications are sent.   ● Contextualized for health authority’s (HA) country ○ Guidance provided to the user is configured by the HA, ensuring that it is relevant and accurate to their region ○ HA can adjust the risk model to ensure that users within a country are notified according to the sensitivity of their country-level parameters. ○ App and portal localized to regional languages for the HA’s area of jurisdiction ○ App is branded with HA logos other and assets Of countries that have already deployed a contact tracing app of their own, we think ENX may still be a good fit for some based on: 1. Security:​ state-of-the-art Google/Apple security implementation with decentralized protocol that prevents identification of users 2. Speed and ease of deployment:​ health authorities don’t need to devote resources to developing an application or operating servers. 3. Adoption: ​Google can make available promotional levers such as Play Store banners, push notifications, and home page promotions. iOS does not require app install at all, leading to reduced funnel drop-off, and can also promote EN using push notifications 4. Interoperability: ​Supports travel use cases HAs still have some responsibilities and associated costs: 1. Front-line health-related operations and support:​ PHA would need to train contact tracers or healthcare workers on how to issue verification codes to diagnosed users. Optionally, Google also provides an API endpoint so that the verification code generation can be integrated into HA’s existing CRM or other digital case management solutions 2. Marketing​: Promotional campaigns to drive app adoption 3. Customer support: ​The PHA owns the app and would be responsible for any user support inquiries on the app
