מזכיר הכנסת סימוכין: 101643 ירושלים, ז' בניסן התשפ" ו 25 במרץ 2026 לכבוד חברות ו חברי הכנסת שלום רב, הנדון: הסכמיםלכינון ולניהול קרן ההשקעות הרב- צדדית IV (MIF IV) בבנק הבין- אמריקאילפיתוח (IDB ) אבקש להביא לידיעתכם כי מר בצלאל סמוטריץ' שר האוצר, העביר למזכירות הכנסת את נוסח ההסכמים שבנדון. רצ"ב לעיונכם מכתבו של ה שרוכן נוסח ההסכמים בעבריתואנגלית (לרבות דברי ההסבר.) אבקשלהסב את תשומת לבכם כי סעיף10 לתקנון לעבודתהממשלה קובע כך: "אשרורואישור 10 . א)( שר המבקש להגיש הצעה להחלטה בדבר אשרור אמנה בינלאומית יעביר אמנות למזכיר הכנסת, שבועיים קודם, שני עותקים מנוסח האמנה בתרגומה בינלאומיות" לעברית ואת עיקריה, על מנת שזה יביאם לידיעת חברי הכנסת. בתקופת הפגרה יימנו השבועיים ממועד כינוספגרה של הכנסת. ב)( סעיף (א) לעיל לא יחול אם לדעת השר המגיש, בהסכמת שר החוץ ושר המשפטים,נמנעתהמצאתעותקיהאמנהלכנסתמטעמידחיפותאוסודיות. ג)( לאחר העברת עותק האמנה לידיעת הכנסת כאמור לעיל ובחלוף פרק הזמן הנקוב בסעיף (א) לעיל, תועבר למזכיר הממשלה על ידי השר המגיש הצעת החלטה בעניין אשרור האמנה. ]...[ ננקטה בכנסת פעולה בעניין האמנה בהתאם לתקנון הכנסת, יודיע על כך השרמגיש ההצעה בדברי ההסבר. מזכיר הממשלה יעביר את הצעת ההחלטה בדבר אשרור האמנה לידיעת כל חבריהממשלה, ויבקש את עמדתם בדרך שנוהגים בסעיף19 ב) בתקנון.( ההסכמים שבנדון יונח ו על שולחן הכנסתבישיבה היום, ז' בניסןהתשפ"ו– 25 במרץ 2026 . בברכה, דן מרזוק עיקרי ההסכמיםלכינון ולניהול קרן ההשקעות הרב- צדדית IV (MIF IV) בבנק הבין- אמריקאי לפיתוח (IDB ) מדינת ישראל חברה בבנק הבין- אמריקאי לפיתוח (IDB (להלן:) הבנק), הפועל לקידום כלכלי של אזור אמריקה הלטינית והקריביים. תחת הבנק פועלת קרן ההשקעות הרב- צדדית ( ,) הממוקדתבחדשנותובסיועלעסקיםקטניםדרךהמגזר MultilateralInvestmentFund-MIF הפרטי.מאחרשהסבבהנוכחישלהקרןIII)(MIFהגיעלסיומוביום12 במרץ2026 ,עלהמדינות החברות לחתום על מערכת הסכמים חדשה כדי לאפשר את המשך פעילותהקרן עד שנת 2031 . הצטרפותישראללסבבהחדשIV)(MIF נועדהלשמראתמעמדהכשותפהמשפיעהבפורוםזה, המהווה גשר אסטרטגי וכלכלי חשוב למדינות האזור. קרן ה- הוקמה לראשונה בשנת 1992 ( לקדם פיתוח כלכלי וחברתי באזור MIF MIFI) במטרה אמריקה הלטינית והים הקריבי באמצעות המגזר הפרטי. לאורך השנים חודשה פעילות הקרן במסגרת הסכמים עוקבים (IIMIF ו- .) MIF III הסכם להלן:( ההסכם החדש) מהווה את השלב הבא בפעילות הקרן, תוך דגש על MIF IV חדשנות יזמית והתמודדות עם אתגרי פיתוח עכשוויים. הקרן מהווה כלי מרכזי לסיוע לאוכלוסיות פגיעות ולצמיחה כלכלית בת-קיימא באזור ים הרלוונטים. כנהוג במבנה הקרן, קיימים שני מסמכים משפטיים נפרדים המשלימים זה את זה בהסכם ה חדש: הראשון הוא הסכם ה מכונן את הקרן ( ) להלן:( ההסכם Establishing Agreement ה מכונן,) והשני הוא הסכם ניהול הקרן( ) להלן:( הסכם ה ניהול). Administration Agreement ההסכם המכונן Agreement)EstablishingIVMIF(The הסכם זה מגדיר את מטרותיה של הקרן, תפקידיהומבנה המימון שלה.  מטרת הקרן היא קידום פיתוח בר- קיימא וכוללני באמצעות המגזר הפרטי, זיהוי ותמיכה בחדשנות יזמיתהניתנת להרחבה(InnovationScalable .)  הקרן תתמקד ביצירת הזדמנויות לאוכלוסיות עניות, עידוד צמיחה ופריון, התמודדות עם שינויי אקלים וקידוםשוויון מגדרי וגיוון.  ההסכם מציג מודל מימון מגוון לחיזוק הקיימות הפיננסית של הקרן, המשלב תרומות של מדינות תורמות, העברות מהרווח הנקי של בנק ה- IDB , והגדלת הכנסות עצמיות של הקרן.  תורמים פוטנציאליים (ביניהם ישראל) מתחייבים להפקיד "מסמך קבלה" ו"מסמך תרומה". התרומות ישולמו בארבעה תשלומים שנתיים שווים החל ממועד כניסת ההסכם לתוקף. הסכם הניהול Agreement)AdministrationIVMIF(The הסכםזהמסדיראתמערכתהיחסיםהמבצעיתביןהמדינותהתורמותלביןהבנקכמנהלהקרן.  הסכם הניהול מגדיר את הבנק כמנהל הקרן כפי שהיה בהסכמים הקודמים. הבנק אחראי על איתור הפרויקטים ועל הפיקוח המקצועי עליהם.  ועדת התורמים (CommitteeDonors )היאהגוףהמוסמךלאשרסופיתהצעותלפעולות ספציפיותול אשר תוכניות אסטרטגי תופרויקטיםמרכזיים. למדינותהתורמות(וביניהן ישראל), נשמרת זכות ההצבעה והשליטה דרך ועדתהתורמים.  הבנק מחויב להגיש מזכרים ומידע לוועדת התורמים ולמועצת המנהלים של הבנק לפחות אחת לרבעון.  ההסכם כולל נספח מפורט המסדיר הליכי בוררות בין הבנק לתורמים במקרה של חילוקי דעות משפטיים וכן חובות דיווח רבעוניים., AGREEMENT FOR THE הסכם בדברניהול קרן ההשקעות הרב- צדדיתIV ADMINISTRATION OF THE MULTILATERAL INVESTMENT FUND IV WHEREAS, the Multilateral Investment Fund הואילוקרןההשקעותהרב-צדדית(״I MIF ״)נוצרהעל (the “MIF I”) was created by the Agreement ידי ההסכם המכונן את קרן ההשקעות הרב- צדדית Establishing the Multilateral Investment Fund, מתאריך 11 בפברואר 1992 , שחודש עד 31 בדצמבר dated February 11, 1992, which was renewed 2007 ;
